My educated guess would be, barring any cancellations, the guest list has been finalized. I'm basing this on the schedule posted in the Itinerary forum which lists all of the panels and their participants.

It's possible for random guests to show up.  They have in the past. 

Which means, the guest list is finalized as of right now.  It can still change up to the five minutes before they're set to go on stage.  (And I wish I was kidding, but I'm totally not.)
